Reasons for launching the Study

The reason for launching this Study is the education of lawyers who will meet the needs of the labour market for personnel and exercise judicial functions and perform duties in the judiciary, public prosecution, administrative bodies, conduct legal and notary tasks, work in legal and administrative positions in public and local administrations and self-governments, in legal positions in companies, diplomatic and consular services, and other activities in the economy, state and local government and self-government. This Study meets the needs of the labour market and the society as a whole, and especially in the area of ​​the Primorsko-goranska, Istarska, Ličko-senjska Counties and parts of the Zadarska and Karlovačka Counties. As a prerequisite for the existence and functioning of every modern country, there is a need for educating the staff who would be qualified to perform judicial functions in the judiciary and the public prosecution, to perform lawyers’ and notaries’ duties, legal and administrative activities in public administration and local and regional self-governments, but also in the bodies of the European Union, legal affairs in companies, diplomatic and consular services, and other activities in the economy and administration. The Faculty, as well as other Faculties of Law in the Republic of Croatia, has decided to conduct Integrated Undergraduate and Graduate Studies.

Unified performance of the University Study Programme through the first and second levels is in accordance with the requirements of the legal profession, as it allows the implementation of all of its required programmes with theoretical and practical content, and it is in accordance with the prevailing model of central European countries, i.e. with the latest experiences of educational university programmes of the related legal culture and education systems. In doing so, particular attention was given to jobs that on an annual basis exist in the area of the Primorsko-goranska, Istarska, Ličko-senjska Counties and parts of the Zadarska and Karlovačka Counties. It should be noted that in ​​these Counties, two Commercial, one Administrative and 18 Municipal Courts from the network of courts of specialized jurisdiction are competent, and four County and 20 Misdemeanour Courts from the network of courts of general jurisdiction. In addition, there are three County and seven Municipal State Attorney's offices, 73 notary public and more than 700 law offices. In this area there are also five State Administration Offices and a large number of their branch offices; there are five local (regional) self-government units and 179 municipalities and cities. It should also be noted that in the same area there is also a large number of public institutions and utility companies, which indicate the need for Masters of Law.

It was taken into account that a certain number of students is employed in Zagreb and other Croatian regions, and lately, and more often, in the bodies of the European Union. Especially noticeable is the increase in legal activities upon the accession and after the accession of Croatia to the European Union and the need to educate a large number of persons engaged in legal or related tasks in terms of the creation and implementation of EU law in ​​the Republic of Croatia. The programme of this Study corresponds to the general and specific needs for knowledge, skills and competences necessary for the legal profession that imperatively contributes to the rule of law, postulate upon which every modern state in based. Similarly, the Croatian accession to the European Union, with its sweeping changes, is a challenge precisely for the legal profession as the only profession that can shape these legal changes and allow the acceptance and implementation of the European Union Acquis to the Republic of Croatia. The programme of this Study is based on the modern scientific and professional knowledge and resulting skills. In order to create appropriate literature needed for attending this Study, with the use of modern scientific and professional domestic and foreign literature, lecturers are further educated and regularly publish new scientific and professional papers based on their own scientific and professional research.
