Lecture by Mark Homan from the IOPC Fond

On 27 May 2026, Mr Mark Homan, Head of Claims Assessment and Admissibility at the International Oil Pollution Compensation Fund (IOPC Fund), delivered an online lecture within the course Marine Environmental Protection Law for students enrolled in the course, as well as for members of the Croatian Maritime Law Association.

In his lecture, he provided students with a comprehensive overview of the international liability regime for oil pollution damage from ships (the CLC/Fund liability system), as well as the role of the IOPC Fund in the assessment and compensation of pollution damage claims. In particular, he explained the types of oil pollution damage that are compensable, the general criteria applied by the IOPC Fund in assessing the admissibility of claims, and the practical challenges arising from real-life cases.

Mark Homan has extensive and long-standing experience in the assessment and compensation of oil pollution damage worldwide. His willingness to share his knowledge and experience with students and all interested participants represents an important contribution to a better understanding of the relevant international conventions and their application, as well as an opportunity for students to engage directly with experts working in the fields of maritime law and environmental protection law.
