On the occasion of the 35th anniversary of the adoption of the Constitution of the Republic of Croatia (22 December 1990 – 22 December 2025)

Today we mark the 35th anniversary of the adoption of the first democratic Constitution of the Republic of Croatia, which was passed by the Parliament on December 22, 1990. This is a highly significant anniversary for the Republic, for the legal system, and for all citizens, because the Constitution represents the foundation of modern Croatian democracy, guarantees human, civil, and minority rights, and establishes the rule of law.


Although the Constitution is addressed in school subjects (e.g., Croatian Language, Geography) and cross-curricular topics (Civic Education), this fundamental legal act of the state should be much more present in school life and in society as a whole. The very fact that its provisions deeply affect our everyday lives requires that a basic understanding of the Constitution becomes a common feature of public life.


On the occasion of the 35th anniversary of the adoption of the Constitution, the Forum for Freedom in Education has prepared and published a booklet containing four lesson plans. The publication is an invitation to educators to dedicate at least one lesson to this topic during this school year so that students, in a way adapted to them, can learn more about the Constitution.


The publication was created as part of the program “Law in Everyday Life”, which aims to strengthen basic legal literacy among young people. The program was awarded the European Innovative Teaching Award in 2025 and continues the collaboration with Prof. Dr. Sanja Barić from the Faculty of Law at the University of Rijeka.
