Lifelong learning program: Education in bankruptcy law and examination course for a bankruptcy manager

I. About the program

The program is primarily intended for the theoretical training with the aim of preparation for the professional examinations for bankruptcy administrators and trustees in consumer bankruptcy in accordance with the Ordinance on the passing of professional examinations, training and improvement of bankruptcy administrators (OG 104/15) and the Ordinance on the passing of professional examinations, training and the training of commissioners (OG 12/16). It is important to mention that students attending the program must have completed graduate studies or higher education with at least 300 ETCS points.

However, due to the increasing prevalence of insolvency phenomena and the increasing importance of insolvency law, the program is also eligible for attorneys, law trainees, public notaries, notary trainees, public notary officials, municipal court judges to whom consumer bankruptcy proceedings is delegated together with corporate lawyers and lawyers in public authorities, as well as members of the management and supervisory boards and workers’ representatives in public bodies. The program is also suitable for professionals in the economic field (auditors, tax advisers, chartered accountants, et seq ..).

II. Reasons for the program performance

Bankruptcy and bankruptcy regulation could be said to be one of the basic components of modern market systems today. Today, considerable attention is being paid to this matter, especially in light of the reforms being carried out in Southeast European countries. However, it must be pointed out that the problem of bankruptcy proceedings in countries with a long market tradition is a dynamic area in which new solutions are sought to follow the trend of changes in the international economy. Based on the foregoing, it should not be concluded that bankruptcy proceedings and bankruptcy problems are something that affect only parts of the economic system of a country. On the contrary, the wider implications of bankruptcy on a country's market, employment, competitiveness, social status of the population, the reform process, the fiscal apparatus et seq. require knowledge of this branch of law not only for those who plan to conduct bankruptcy proceedings - trustees and trustees, but also much more broadly (see ad. I).

Law in Medicine – Module 1: Fundamentals of Law in Medicine

The Faculty of Law in Rijeka is organising this life-long learning programme in cooperation with the Croatian Medical Chamber. The programme addresses the existing need for a life-long learning programme in the field of health law, aimed at providing health workers and other professionals in the field of medicine and law with the necessary legal background and knowledge about legal framework regulating the field of health and medicine.   

The programme is primarily aimed at workers employed in the health sector, but it is also addressed at all professionals in the field of law, medicine and economy who deal with the issues of medicine and law. The programme enables health workers, as well as legal professionals who participate in the adoption of administrative and other regulatory decisions or represent patients to acquire additional competences important for their professional development.   

The programme is implemented in the form of lectures and interactive workshops in the duration of 20 hours, with the possibility of following certain lectures via video link. The programme is adapted to the specific needs of the health profession, and includes the following subject areas:

  • Introduction into the law in medicine
  • EU and national regulation of medical profession
  • Patient’s rights
  • Access to information
  • Protection of personal data
  • Liability for damages caused by medical malpractice.


Upon successful completion of the programme, participants acquire a certificate issued by the Faculty of Law in Rijeka and 4 ECTS. The programme is also acknowledged as a training programme in accordance with the rules of the Croatian Medical Chamber.

Law and Sport

The programme “Law and Sport“ is a 35-hours course, with 4 ECTS credits. The program was accredited by the University of Rijeka Senate as a Lifelong Learning Program in December 2019.

It consists of a general part (general module) that introduces the participants to the general and basic concepts of the entire sports system and two specific modules, one intended exclusively for football and the other intended for all other sports.

Lecturers at the program are high level practitioners and experts in various fields with a longstanding knowledge of the specificities of the sports system, primarily from a legal point of view.

The program is strongly supported by the Croatian Football Federation.

Lifelong Learning


The Faculty of Law in Rijeka, according to its strategic mission and vision and according to the University of Rijeka Strategy aims, gives a special attention to the development of lifelong learning programmes.

The Faculty has nominated a specific Committee for lifelong learning programmes which members are:

Currently at the Faculty of Law there are four Lifelong learning programmes which have been accredited by the University of Rijeka:


Furthermore, the Faculty as a UEFA partner, together with Kadir Has University, who has accredited the programme and the University Ca’ Foscari in Venice, performs the lifelong learning programme of sports law in football called UEFA Football Law Programme.

UEFA Football Law Programme

A great achievement of the Rijeka Faculty of Law in the educational programmes and research has resulted in electing this higher educational institution as a UEFA partner in the UEFA Academy programme, or to be more precise in the performance of the prestigious UEFA Football Law Programme. It is an educational programme in the field of sports law in football and it is designed for legal specialists or senior executives working on legal issues in international and European national associations, football clubs, players’ unions, leagues and law firms. The completion of the programme results in the Certificate of advanced studies (CAS) with 10 ECTS credits issued by Khadir Has University (Turkey).

It comprises four week-long sessions in four different cities and together with Nyon, Switzerland (UEFA headquarters), the host cities with Rijeka will be Lausanne (CAS headquarter), Istanbul and Venice. The session director and the representative of the Faculty of Law in Rijeka will be Assist. Prof. Vanja Smokvina.

With such a prestigiuous role, the Faculty of Law and the University of Rijeka have been elected as one of just ten higher education and scientific institutions in Europe which are partners of UEFA in the performance of some of the ten education programmes within the UEFA Academy along with Université de Lausanne (Switzerland), University of St. Gallen (Switzerland), Birkbeck University of London (UK), Royal College of Physicians and Surgeons of Glasgow (UK), CDES Université de Limoges (France), INEFC Institut Nacional d'Educació Física de Catalunya (Spain), Johannes Gutenberg Universität Mainz (Germany), Khadir Has University (Turkey) and Università Ca' Foscari Venezia (Italy).

The support to Rijeka’s session will be given by the Croatian Football Federation and the Football Club Rijeka.
